Military Voices: Rethinking European defence in an age of rapid technological change

How can Europe keep pace with technological change while ensuring that innovation meets operational needs and remains consistent with its values?

This question was at the heart of the latest edition of Military Voices, Sierra Tango’s invitation-only discussion series bringing operational perspectives into European defence debates.

Held on 8 October 2026 at Sierra Tango’s offices in Brussels, this edition welcomed Brigadier General Gunther Godefridis of the Belgian Armed Forces, Chief Innovation Defence and Commander of the Task Force Drones & Counter-Drones, for an exchange with representatives of the European defence and security community.

Bridging technological innovation and operational realities

This edition provided an opportunity to explore the implications of rapid technological change for European defence. From artificial intelligence to autonomous systems, emerging technologies offer new opportunities to strengthen military capabilities, while raising important questions about human judgement, accountability and the responsible use of technology.

As artificial intelligence becomes increasingly sophisticated, the challenge is not only to harness its potential, but also to preserve independent judgement and critical thinking.

Technological progress, however, does not automatically translate into operational advantage. The pace of innovation is increasingly testing traditional defence development and procurement processes. Bridging this gap requires closer cooperation between armed forces, industry, researchers and policymakers, as well as institutional frameworks capable of adapting to technological change.

European defence: a broader strategic and societal challenge

Europe’s approach to defence is shaped by different national histories, strategic cultures and perceptions of security. These differences matter. Building a stronger European defence requires not only shared objectives, but also an understanding of the perspectives and priorities that shape national decisions and international cooperation.

Defence preparedness also extends well beyond military capabilities. Organisational adaptability, sustained investment and societal resilience are essential, as is the willingness of European societies to support defence efforts over time.

This raises a fundamental question of societal acceptability: how can Europe strengthen its defence capabilities while ensuring that their development and use remain consistent with the values they are intended to protect?

Bringing operational perspectives into European defence debates

These questions illustrate the importance of connecting European defence ambitions with operational realities. Technological innovation, military requirements, political decisions and societal expectations cannot be considered in isolation.

This is precisely the ambition behind Military Voices.

Launched by Sierra Tango in Brussels, Military Voices is a series of small, invitation-only discussions bringing together military professionals and representatives from European institutions, the defence industry, research organisations and the wider security community.

Held in a confidential setting, the initiative provides space for open dialogue, different perspectives and a more grounded understanding of the challenges facing European defence.
